TPS idle percentage

Does anyone know what the idle percentage of the TPS should be on a 97 Grand Cherokee 4.0L?
Mine is reading 20.6% at idle, and that just seems too high.

this is getting so weird and annoying. I keep throwing a CEL light with a misfire on cylinders 2 and 5. We have no idea why this is happening. there is no misfire that anyone can detect. The jeep has been shifting hard from 2nd to 3rd, any under a load it will get above 3000 RPM and i have to let off before it shifts. I had the tranny rebuilt about 2 years ago. I removed the TPS and cleaned it up, and when i replaced it the transmission shifted perfectly. but as the days go on it gets worse again. i've adjusted the kick down cable and had the tranny re-checked. not the problem.
i am wondering if the misfire, shifting and all that is all connected to the TPS somehow.

TPS wont cause a misfire. That will be in the secondary ignition somewhere. When when the last tune up?

You can check the TPS output by first checking for 5v input on the two outside wires, then check the voltage on inside wire for smooth transition from min to max while moving the throttle. (use back pin method)

i'll check the volts on the TPS when i get home. When the transmission shop had it they said it was a volt high. I think i'll replace it just to be sure after i check the voltage.
Tune up was done Friday the 14th. Plugs, wires, cap, rotor and coil.
Also having a problem with starting. i think the check valve on the fuel pump is bad as after the truck sits for about 20 minutes it wont start right away and needs to be primed with the key a few times. that, or its a leaky injector or two. which would be my misfire if those injectors are bad.

swap injectors around and see if the misfire shows up.
the pcm detects misfires by comparing expected timing of the gaps on the flex plate with the actual time of arrival. camshaft synch is used to determine the number one gap.

So I checked the voltage at the sensor at its about 5.05 to 5.15 volts with the key on but not running
Soon as I turned the car back on though it threw a CEL with tps high voltage. I reset the monitors and it went away. While the light was on I had a high idle. Went away after reset.
Does it seem safe to say the sensor could be causing my issues?
