I have a 98 TJ on 35s
I also run a 4" coil and 1" BL
I previous ran 33s and had no issue ( when i had a rough country combo kit starter lift ) but with the bigger lift drove my boyfriend to buy me 35 km2s i mean I'm sitting pretty high and I also have smitty fenders my bf said if I hadn't I wouldn't really clear the tires. Jks you can do less work because they are pretty much built for bigger tires right off the gate with a Dana 44 in rear and my bf has a 3" coil and he runs 37s which I couldn't ever run without intense work. The TJ takes more work then the JK. Once you put 35 on without re gear and Dana 35 ( our rear) you loose all power and gas mileage i get barely 12 mpg on a good day with no wind. Also told the 35 can't hold the tires but mines fine but I'm also not wheeling it until I get the ford axle put in.

If anything breaks it's that smitty bumper my 33" duratrac broke the weld ..
Also to a semi stock jeep with a budget bust I believe. I'm pretty much running what you want and it works.
