I have a 99’ WJ and going to instal an 02’ Overland Wheel & Bag (also nice if I get the steering radio controls to work)...would I need to reprogram the keys ?

Use the skim module under the column you already have, your key codes are programmed into it and it's also got unique security identifiers that work with the pcm so you can start and run.
Not enough info to give you a proper answer. Are you replacing JUST the steering wheel, or the entire steering column? If you replace just the steering wheel, then it's just a plug-n-play operation. The SKIM module is not part of the steering wheel.
If you replace the whole column, then you'll need to use the SKIM from inside the current column in the new column.
Yeah, just wanted to upgrade to a Overland Steering wheel.
After watching Youtube I also needed to upgrade my older 99’ Airbag to newer 02+ (to match connections)...Everything works great now.
