In your first photo, the upper left bolt allows the bracket to pivot. I can't remember if you want to slide it right or left, but that will make it lock securely.

 

The bracket doesn't pivot down/back far enough to hit the pin on the seat (on either side).

 

Have the rubber bumpers on the bottom of the feet come off?

 

Nope, looks like the feet are still there.

 

My 06 has two pivot points in the front part, and doesn't latch if its in the front one.

 

It's a good bet the PO has fitted the front brackets on the wrong sides which will sit the seat too far back to latch. Found some pics on pirate that show the correct way they go in...

Make sure you are putting the correct pin through the bracket also...

Yeah, the wrong pin was used on the bracket as well which moved the seat back a little bit. I swapped the brackets and used the other pin and the seat is catching the bracket and anchoring down now. Need to adjust the catch brackets in the rear and bend the front brackets in a little so they sit a little more securely on the pins but everything looks good. Thanks for your help!

 

Thanks for the feedback. Nice to know what the solution is as it helps when people search for the same problem.
The groove in the pins is for a little clip. With a clip either side the seat won't slide out of the bracket if you have it tipped forward to carry something in the rear.

This shows the OEM clips. I never had any and found something similar that I added a pull tab to.
