1996 Jeep Grand Cherokee- Interior Lights Stay On After Locked

All the interior lights, overhead and door, stay on when I lock it or take out the key. The VIC monitor does not indicate that any of the doors or hatch are open. If I move the interior light switch (dimmer) to on and then off, the lights will flicker off and stay on. The lights will turn off if the ignition switch is turned on.
I took out all the door switches/door jam switches (the buttons) and lights still stayed on. I have tried the hatch overhead light push button. If I take out fuse #16 or the Courtesy Lamp Relay the interior lights will shut off, but the side lights on the driver and passenger doors stay on...
One thing I had noticed this past month or two is that the lights on my dash (speedometer, etc.) would flicker and dim on their own while I was driving. Could it be related? Some kind of short or grounding issue?

I checked the Omhs and the Dimmer switch is working just fine. I checked the headlight switch assembly connector and contacts. they're all good. I swapped out the relays and it isn't the relay (courtesy lamp).
For now I will just take out fuse #16 and the two bulbs in the door. With that fix it is only drawing .25 amps
