I have read all the threads on frame rust, drilled 1/2" drain holes and tried to remove the rust. After using a pressure washer, magnets, hose and shop vac-I still have bits of rust on the inside of the frame. How to I get this out without a larger holes? I assume I don't want to coat the inside of the frame without removing all the rust.

Someone may come along with a better solution, but in my opinion you probably can't do much better than you already have. I would blow it out a final time and spray Eastwood's Internal Frame Coating inside, front to back. It will soak in as much as it can and slow down the corrosion. I actually did everything you have plus I went along the frame with a large hammer smacking fairly hard. It dislodged a lot of scale and build up. Then repeated the steps you have already taken. Then I sprayed the frame coating in. It's not a perfect solution, but it's much better than I even thought it'd turn out...
 
Get as much out as possible. I flushed mine with a power washer while parked on a steep hill. Then coated the inside with Eastwood.
