I'm planning to join the jeep club and get a new unlimited rubicon soon. I need to tow a fishing boat occasionally, so I'd like the tow package. But, I've found a new jeep I like at a good price that doesn't have the tow package. The trailer receiver and wiring could be done by a third party. What is the "trailer sway damping" that comes in the tow package? If I don't get the trailer tow package from the dealer does this lower my towing capacity?

Trailer sway dampening applies individual brakes on the Jeep should the trailer and Jeep start to sway. It is an effort to stop the swaying.

You can ad a hitch to any JK, but the tow capacity will be different, depending on the configuration; 2dr or 4dr, axle ratio.
 
For towing a typical fishing boat I would not go out of your way for the dampening system. A high profile trailer like an enclosed type or a camping trailer with tall sides would be more likely to benefit from the system.

Keep in mind that you can buy an anti sway system (a bar that attaches to your trailer hitch and then to the trailer for under fifty bucks. Not as advanced as the factory system, and a totally different way of dealing with the sway, but just realize that it is an option if you discover in the future that you need such a thing.
 
Load the trailer properly, and you will never need it. Load it heavy to the back, you would probably be real glad to have it.
