Pull the wiper off of the windshield (like you are cleaning the windshield) and then look where it connects at the frame. There will be a little clip you can pull up and then the arm pulls straight off.
 
That's what I meant, the arm itself. You have to pull the blade off the windshield to be able to pull the clip up far enough to take the whole arm off.
 
Jeep Windshield Cowl

What year is the jeep in question? And are you hoping to remove the entire wiper assembly? Or just the wipers and the wiper shafts that stick our of the windshield frame?

The best way to get to the cowl area is to remove the entire windshield assembly, not just the wipers. The entire assembly bolts on and off fairly easily.

You need to pull the wiper arms off first. Then you can unbolt and remove the cowl. Once it is off, you can remove the entire assembly. It comes out in one piece. It should only take a few minutes.

It's been a while since I had the assembly out, but I don't think it is possible to remove just the splined shafts that come through the cowl.

Rocky is right... I just did mine two weeks ago for the same reason. It is silly simple. Be careful when you pull the cowl off not to damage your paint. Big time rust potential. Good luck!

for the wiper arms to remove them all u do is pry down with a screw driver on the little lip on the bottom of the arm and then pull the arm forward and it comes rite off. You will hear the arm make a clicking sound when u pry down that lets u know that it is ready to be pulled off. To put back on i put a pair of needle nose plyers on the opposite side where a little post sticks up and clamped down and it locks it back on.
 
I am also attempting to clean under my cowl and I cannot get my the windshield wiper arm to disengage. I'm driving a 2008 jeep compass. I remove the cap on the wiper assembly and then removed the bolt under that. I don't see anything described as above to release the arm. Any pointers?

I need to remove wiper arm on my 01' wj. Looks pretty straight forward but it won't come off. maybe it's seized(already sprayed Pblaster on thread)? any info would be appreciated
You can pull the clip out some but still not be all the way out. This would keep the arm from removing from the spindle. I've experienced this myself. A couple of (not very hard) taps to the side and top will free it up from the spindle if you believe it to truly be 'seized'.
 
I tried this. Gonna try with a mini gear-puller(they have them for little metal parts on rc planes). Thanx
It is very likely you simply don't have the clip pulled out all the way. If so that gear puller will do more damage than good. I guess it's possible it simply is stuck that hard on there, just not as likely.

Go slow and easy so as not to break anything. I just can't imagine a few taps won't break that "bond" even after many years as it isn't a very tight fit between the spindle and arm to begin with.

there's no clip. I tapped it pretty hard on all sides till it gave. Thanx!
There is a clip. It's on the bottom of where the wiper arm attaches to the pivot. Lift the wiper arm up as if cleaning the windshield, like mentioned before, and the with a small screwdriver just pull the little clip down. With the arm still up just grab near the pivot and pull. You might need to wiggle a bit but it'll come off. Install is the reverse of removal.
