I found this in a box with a Sun timing light. The time light I know how to use but this thing I have no idea. Attached it to the battery and the volts part works and reads 14 volts when the jeep is running, but how do I use the High tach, low tach, and dwell.

 
If you believe it's 'Outdated' with these old Jeeps,
Then sell it to me CHEAP! :)

Seriously,
Ohms test for plug wires and other resistance issues,
Dwell for CORRECTLY setting breaker point ignitions, and checking up on HEI modules with Variable Dwell,

An Ammeter for checking alternator output, checking electrical loads,

A Voltmeter for checking battery and charging system condition,

A tach with Hi/Low for setting curb idle, also good for checking RPM when you are messing with advance curve, ect.

Pretty handy tool for the 'Non Computer Diagnosed' problems you might encounter with older vehicles.

They are getting scarce, and I've been looking for a hand held one for a while...
Keep finding the box type that are about the size of a 'Boom Box'!

Ok so how do i use it to check my RPMs? I attach the red wire to the Coil? If so which wire? Then the black to ground? Then do I select Tach Hight or Low?

Well, without seeing what leads are on the cords, I can't really say how to hook it up...

That was simple! Just purchased one from E-bay...
Don't know how long it will take to get here, but you want copies of the instructions when I get it?

A copy of the directions woukd be great. The ends are alligator style clips.
