Others on this forum have run into this problem and have come up with a solution. Have your actuator repaired here: https://www.turboactuatorrepair.com/
Hope that helps.

It is likely that the variable vanes in the turbo are gunked up with exhaust soot . There are videos on YouTube showing dismantling and cleaning of the variable vanes .Hey,
So we bought another Diesel Jeep.
This one has a turbo underboost just like the last. On my other Diesel jeep it ended up being the intercooler hose with a hole in it.
So I took it into the mechanics just to have them do a smoke test to see if there was any leaks. They call me back and said the Actuator sticks at 27% and or at times doesn't move. And then went on to say the whole turbo would need replaces and quoted me for 3k to 14k for new turbo.
So I'm here to ask, since I haven't had to deal with replacing the whole turbo before. Would I not be able to just replace the Actuator and not the whole turbo since the Actuator is the part that isn't working properly? Or would I have to replace the whole turbo?
