Turbo underboost/Actuator CRD 3.0

Hey,
So we bought another Diesel Jeep.
This one has a turbo underboost just like the last. On my other Diesel jeep it ended up being the intercooler hose with a hole in it.

So I took it into the mechanics just to have them do a smoke test to see if there was any leaks. They call me back and said the Actuator sticks at 27% and or at times doesn't move. And then went on to say the whole turbo would need replaces and quoted me for 3k to 14k for new turbo.

So I'm here to ask, since I haven't had to deal with replacing the whole turbo before. Would I not be able to just replace the Actuator and not the whole turbo since the Actuator is the part that isn't working properly? Or would I have to replace the whole turbo?

It is likely that the variable vanes in the turbo are gunked up with exhaust soot . There are videos on YouTube showing dismantling and cleaning of the variable vanes .
Swap actuator over from your other Jeep , only takes around ten minutes fiddling around to get it off. When you go to refit the C clip tie some fine string to it so if it flys off it doesn’t get lost.
You can probably run it to test and drive without fitting the clip.
On Audi and Volkswagen diesels the vanes coke up and the owners use caustic soda oven cleaner foam squirted in rear of turbo to free vanes off… bit awkward on this om642 but you could take the rear collector off and give it a go if they are stuck/ sticking.
Turbo pricing seems expensive !! , can you not get rebuilt / recon ? . Fitted recon to my Uk 06 and it was £255 so probably under $400
