Hi, i have 67 cj5 with f134, the engine works fine but when i ran into a small steep hill or try to drive out of the underground parking the engine is struggling and lose its power.
Is it possible its timing issue? Fuel is getting fine.

Start with a basic tune up
Clean/replace/gap the plugs
Clean/replace/gap the points
Adjust the valves
Insure the air filter is clean and correct/no obstructions
Inspect/adjust the idle/choke on the carb
Adjust the timing.

Try again

F-head with a timing chain? What kind of wizardry is this? Last time I had mine apart it was nothing but gears.

Was it always like that or is the condition just recent? My old 64 CJ-6 with f-134 started acting anemic and found that it had a burnt exhaust valve. It sounded funny under load and a compression test revealed a cylinder with low compression.

I'd start with one of them "Ream Rush" modifications

Add in a 'lectric Fuel pump

One of them Driving Under the Influence 'stributors

Maybe a lawnmower carburetor?

and of course a "Butter Bypass"

Really, you Butter Bypass I everything I said above!

Are you real familiar with your engine?

Do you know how to properly time it?

Are you using a Plain Jane timing light or one with bells and whistles?

Any other than OEM mods under the hood?

Is your emergency brake off?

Jump on with what jeepdaddy2000 suggested---a Super tune-up,

What does a Vacuum gauge show at idle (of course, it will be jumpy-er than a more modern engine)

Is it reading anywhere near 20Hg?

My '46 CJ2A with a L-134 flathead ain't my '77s 258 by no means, but it does do fairly well on hills.

Send some pics too!!!!
