Certified motor vehicles and motor vehicle engines and their emission control devices must remain in their certified configuration even if they are used solely for competition or if they become nonroad vehicles or engines; anyone modifying a certified motor vehicle or motor vehicle engine for any reason is subject to the tampering and defeat device prohibitions of paragraph (a)(3) of this section and 42 U.S.C. 7522(a)(3).

Note how it says Certified motor vehicles and motor vehicle engines and their emission control devices.
That sounds like they want to prevent ANY changes at all to the vehicle from how it was manufactured.

yep...the Roadkill guys from motor trend have a official petition , ive signed it ...the epa have there own agenda and it will destroy every thing, from energy to you cars to your bikes,atvs and before to long you will be taxed the air you breathe!

So many advancements and breakthroughs happen when people alter and modify things.

Just like war brings advancements in technology that has practical and productive civilian use (like the jeep itself), many discoveries found through racing has lead to lighter, safer, even more fuel efficient inventions - The crash technology, head restraints, fire suits, carbon fiber/kevlar, ceramic brakes, Smokey Yunic's Hot-Vapor engine seeing 50 MPG in the 1980's...

There are so many more industrial and commercial sources contributing to pollution that no season of tractor pulling, drag racing, or nascar races will ever match or exceed.
To mandate & regulate a hobby-vehicle that doesn't even see road use other than privately owned racetracks is complete BS & smells of other motives.

But President Obama told me, "You didn't build that". Note the lack of smog controls, protective eyewear, or safety restraints. Where is the EPA, OSHA and NHTSA or FAA when you really need them ?
