There are other reasons besides a clutch that an OBDII ECM won't let the motor crank. Are there any OBDII codes? Do you hear the fuel pump working correctly before you turn it to 'start'.

Sorry for the late reply, yes, battery is fine. I ended up taking the starter out and bought a new one. That didn't work.

Never buy parts on speculation, pretty much ever! Take out tools before you take out your wallet. Find a way to test a suspected part first. For a starter, just jump the solenoid connector to the main feed (key off, so it doesn't start while you're under it).
