I’m replacing the fuel pump, screen etc on a ‘92 Cherokee; it has the dual hose connections, one for fuel output and one (I assume) for vapor return. When i pulled the pump assy out, there was nothing on the end of the vapor return line - looks like something goes there. I bought just the pump and screen, gasket kit. Pics of full assemblies from O’Reilly et al show a rubber cone thing on the end of the vapor return line. It doesn’t cap the end, it looks like a guide or maybe to help stabilize the assembly in the tank. Is that necessary? it’s probably rolling around in the bottom of the tank, and I’m not dropping the tank to find it.

Not in California, just for wandering in rural Nevada, no smog check required, in case that matters.
