Mine does the same thing. If I wiggle the turn signal switch it stops for a bit. I looked into replacing the switch but they cost a ton so for now I just live with it.

This is a VERY common problem with the TJ. Mine has been doing it for a few years now. Just turn the key to the On position (without actually cranking the engine), and let it sit for a few seconds....

A power flush is probably the best/least drastic option. However it will probably just prolong things. I did something similar a few years ago and I had to have the transmission rebuilt....
