Basically the ASD may not supply 12v after 3seconds. Esp the fuel pump relay.

Try unplugging the fuel pump...

No scanner communication - Do you have 12v DLC #16 see attachment.
Often the XJ has missing 12v.

Pay attention to orientation of connector - one side is wider 1-8 and other is narrow 9-16.
