For number 1, I would say to just fork over the cash, and buy the flaring kit. It is easy to use, and worth the cash. Or else see if they rent the kit? Some part stores might.

I have 31's, and have no problem cruising on the highway at speed limits. I would say to forget the flares (unless required by law), go flareless, and cut the fenders, and go 32's

does it do it only when going over bumps? It could be ball joints. I have had this happen before, and simply replacing the ball joints fixed the problem
