Yes, there is an outside gasket as well. Glass is going to be rattling around quite a bit without it.

The inside gasket cushions, but the exterior gasket is the main seal for the windshield.

I'd ask a basic question. 35K Kilometers? A 20 year old Jeep with 20 thousand miles? Seems a tad low even for a weekend warrior or RV tow.
