If you have a chunk of bar stock of the appropriate width you could use it as an anvil to hammer that top on to tighten up the radii. The more I play with forming metal like the more I enjoy it.

If the engine is hot and the radiator is not there can't be coolant flow. You just have to find out why... bad pump, stuck thermostat, air pocket locking up the flow, or some sort of obstruction.
