Yes, it drills the hole out at a taper until the bit goes in deep enoguh, then it straightens out to a normal hole. You put an insert in at that point.

If you drill out the knuckle (or factory trackbar mount), do yourself and your wrists a favor and pony up for a tapered reamer bit. A little cutting oil and they'll go through the thick stuff easily.
