So how tight is too tight? It would seem that you want the bolts to pivot in the bushings since they are the part that is greased, I would take that as tightening them up just enough to not squeeze...

How about a thin foam or rubber tape? At least then you could remove it easily rather than if you used some type of rope or silicone caulk.
