As the title says, when I decelerate from highway speed to < 35 mph my steering locks up. It feels like the power steering has turned into manual steering. If I don't touch the gas, it stays tight....

Either gasket will work, but I'd def use one OR the other. I once tried the suggestion of RTV only, and it worked for another 10K miles, but every day I doubted its staying power. Sold it before it...

yup, the bars and the little tie downs all come off by loosening the set screws on the bars, or simply unscrewing the tie downs, then sliding them all the way to the front or back.

As far as wind noise, I don't believe it made any difference. Not that with the growl of the MTR's it would be noticeable, but I haven't really noticed it anyway.
