I think if it started on starting fluid, that tells me you aren't getting fuel to the engine. If you didn't have spark ti won't run on starting fluid.

31 x 10.5 is the rule of thumb. You may still rub the control arms at full lock. Add a washer under the steering stop bolt on the inner C of the axle to prevent that.
