Check the wiring. I have seen many "bad pcm" trouble shooting sessions traced to a short on that circuit, and it's frequently because of the wiring going to the O2 sensors.

That is your condensate drain. Make sure it is in fact coolant and not just water (which would be normal when you run the a/c) coming out. If it is coolant, then I agree, heater core.
