The 99 TJ is the one year that doesn't have the above feature you mentioned. I think Jeep put it back in later years after, like 2001, etc.

Sounds like the BlueDriver is the one I am looking for....

I would like to get closer to stock spec of 7 although I do have a simple lift of 2.75"

When y'all replace new ball joints and you are about to put the steering knuckle back onto the new ball joint pegs,
