It has never been on the wiper motor cover for a 76. Its either on the dash, the data plate under the brake booster, or on the right rear of the frame where (i think) all CJ7s have their vin stamped.

It does not lock open, it will just swing freely. I left the factory spare tire stop on the tub and it kind of hits it when it swings open.

I think the difference is in 1980, AMC switched to the stamped rocker bridges instead of the cast ones used prior. AFAIK, you can use either without an issue.
