No they cannot. Your best bet would be to cut off any bad brackets, buy aftermarket brackets and replace what is needed on the housing. Hopefully you’d end up with an extra stout 44 at least...

Yes it should be supported. 35” tires and rims are just too heavy for he stock TJ tailgate hinges. Over time they will break down and sag. Extending the snubbers is also essential, in my opinion....
