Mine were round, no hex at all. I had to replace them all, so I cut out the front of the frame. It wasn't too hard to get in there once the front bumper was removed.

I have never used a torque wrench on those bolts, just snug them tight. I do use and recommend a medium strength thread locker, they are too much of a pain to tighten more than once.
