That adjustment sleeve, next to the pitman arm, is used to set the steering wheel at level when the vehicle is going straight.

It does not affect / set alignment.

Yes, separation of the two tapered joints, unbolting the stabilizer and unscrewing the adjustment coupler will permit removal of the tie rod.

The tapered joints should detach w/ the proper tool....
