Both use esentially the same design. The biggest difference is in the brace. The RE kit does not come with the brace which takes the total price somewhere over 300 and the brace is longer going back...

You may find you dont get very good performance...

You may find you dont get very good performance with the antenna that low, ideally you should have about 1ft of antenna above the roofline. However with the top off you will probably be fine.
