Check/clean ground G103 which is on the passenger side engine block to the rear of the motor mount on the 4.0. In addition to the PCM using this ground location the data link connector is also grounded on G103. I don't have any photos of the 4.0 in the below ground write-up but there are figures/diagrams under G103.
might not be the same but our jk did that. issue was the obd2 port had mud in it. this happened right after the Sierra trek at Fordyce trail. i used spray electrical cleaner and wooden tooth picks to clean it out.
check terminal 16 of DLC for 12v.
try another scanner - this is to confirm if jeep or scanner issue.
