1996 Grand Cherokee no parking lights

Back in the day I was an ASE Certified Master Tech with the L1. But I think I only remember enough to be dangerous. I only open with that to say that I think I can ask intelligent questions but I'm wide open to instruction. I'm that rare guy who only wants to fix the problem and has no interest in whether I impress anyone or not. Aaaaannnyywaaaayy, my son's 96 Grand Cherokee has no parking lights, the bulbs will come on dimly with the hazards operating.
I have Alldatadiy info, so, assuming diagrams might be correct, I have power at park light relay socket pins 30 and 86. When I cross power from 30 to 87 I still get no lights. BUT, again, assuming diagrams are correct, it doesn't seem like I could have wiring problems because the headlight and marker lamps work; and it appears that the marker lamp gets its ground through the unenergized park lamp bulb.

In case the diagram is wrong (on a Dodge electrical diagram?! No way!) I checked for power at 30 then crossed 30 to 87 on every similar relay socket in the auxiliary panel in the passenger footwell.

Any help I can get will be appreciated.

Did you check for power with a test light or volt meter on pin 30? Using a volt meter you should read battery voltage on pin 30. Low volts means you are dropping voltage somewhere, so lightbulb does not light. Do a continuity test to ground on pin 87. You should have continuity. No continuity means you have a ground problem. If you have battery voltage on pin 30, a good light bulb and a good ground the lightbulb should light up.
