I've gotten about a dozen TJ pitman arms off using just my conical puller, but the last one was really stubborn. We used a torch to heat it up, whacked it with a 2.5 lb sledge, cranked my conical pitman arm puller down with an impact wrench. Nothing worked until we cranked the puller down while someone turned the steering wheel back and forth. All of a sudden it moved a little, then popped right off.
