WHAT do you get for MPG and what do you want?
A 20+ year old utility vehicle with 4WD, wrangler's legendary aerodynamics and gas mileage is a concern?

1st thought vehicle is STOCK and well maintained, operated for what it is - this ain't a prius.
If applicable shifted when upshift light comes on, no jack rabbit starts, limited stop and go traffic and hi speed interstate driving -

When I see the price of OEM I think aftermarket.
When I see the quality of aftermarket I think OEM.

There's a sticky thread in the engine/drivetrain sub-forum that covers fuel mileage pretty thoroughly:

I don't think you'll find any add-on that will improve fuel efficiency. TJs were never really designed to get good gas mileage but it can be relatively acceptable if you keep the tires inflated, the engine properly tuned, accelerate moderately, and keep it under 62 MPH.

You're consuming the most fuel while accelerating so don't bother trying to keep up with much more modern vehicles from a stop.

From a previously post, it looks like you are getting 11-13 MPG and the '97 TJ is rated at 13-16 MPG. Have you performed any maintenance, plugs, wires, 02 sensors? Is the engine operating at 210?

I want to know exactly what you think a "throttle controller" is.

'98 Sahara w/AX15 & 4.6L stroker, 2.5" OME lift, 32" BFG M/T's, 8.8 w/Detroit Trutracs & 4.10's F&R

IIRC placed under gas pedal to control throttle, improve MPG, and high rpm .
