right turn signal dash light on constantly w/headlights

Just got my baby back from the body shop and curiously this is happening. When its on w/ headlights when I activate it, it clicks very fast but does not signal outside.
The body shop did not access any wiring inside the vehicle. They did however take out both turn indicators and headlights.
I was thinking it was a fuse thing but that doesn't really make sense does it?
Dead bulb?
I had a situation last winter when it was exceptionally cold, near 0, the inside right turn signal dash light wouldn't light, but the outside worked. Curiously it was in the 20's when I dropped the rig off and had no problems with turn signal lights.

Check bulbs, sockets, connectors, and the grounding screw which is on the rear of the grill next to the headlamp.

Also the tail lights if they did not re install the top bolt that is a major ground for the blinker system
