Parking brake dilemma

I can't get my parking brake to work.
Problem is it's a manual on 35s and turned off and in first they turn the engine and it rolls. ( I have to carry a 4x4 to block the tires)

I have checked the drum brake pads and they are good.
I adjusted them with the star wheel until i could slightly hear grinding.
The handle and line has resistance pulling it up like it should.
But it doesn't engage the brakes at all.
Any advice

Sounds like maybe the previous worker did not put the cable supports on right. If not right, they could be pulling the cable, and not moving the shoes. Also, check to be sure the cable is really moving the bridle to the shoes. If not, you can adjust the bridle also.
