Intermittent no crank, sometimes a delay

Hello all, been a lurker on here for years but I can't seem to find anything on this problem.
1999 stock TJ auto trans, with a very intermittent no crank no start. First time turning the key you get nothing, no solenoid click or anything. Dash, lights and all other electrical works fine. Cycle the key off, and it starts right up on the second turn of the key. Sometimes if you hold the key in the start position it will fire up after a few seconds.



Here's where it gets really weird. Maybe 1 out of 50 tries, it wont start at all, turn the key repeatedly and nothing. After reading a bit on these forums I tried putting it in neutral, and voila, it starts. However, if I try and start it in neutral from the beginning I still get nothing. So I thought bad NSS or shifter cable is out of adjustment, but replaced NSS and adjusted shifter cable to no avail!



Now I should also mention that once it is running you can turn it on and off a repeatedly and it will start on the first try every time, Only after it sits for about 30 minutes will it act up. Battery has good voltage, starter is new and less than 1 year old, replaced the starter relay, ignition switch, actuator pin, neutral safety switch, and re adjusted the shifter cable. Where the fork do I go from here?

Remove the starter relay from its socket, measure the resistance of the control ground leg (D13) with the transmission in Park and Neutral, and measure the voltage you're getting at the control power leg (D11) when you turn the ignition switch to Start.
