Hood wont close evenly 02 TJ

Bought my TJ as a fixer up a few years was in a small front end collision. Swapped in a new frame, suspension and body lift, only thing that isnt new underneath is the front driveshaft. But I always have had the issue where the hood will not close correctly.

Pics:

I have tried 2 different hoods and sets of latches with no luck. Could the grille be the problem? Fenders maybe?

I canít see the picture says Not authorized but either way had same issue how do you change up different shams under the hinges. After I got it close enough I flexed the hood a little. After that going to go

Hood wont close evenly 02 TJ

Itís finally letting me see the pictures looks like the same thing I had. Need to loosen the hinges adjust the shims accordingly set the hood down. tighten bolts. Also looks like youíre missing the rubber garments the hood lays on the fender

I had a front end collision as well on my 06 LJ, Body shop did all the work, I could tell the hood never fit quite right, After I swapped bumpers, THEN I noticed that the fenders were not even with the bumper. One sat higher than the other.

Maybe fenders are not set up even?
