High idle

97 TJ 2.5. Ok so my water pump was leaking so I changed that along with the fan clutch. I also bought a new serpentine belt to replace while I was at it. Water pump and fan clutch went together smoothly. I put the new belt on and fill rad with fluid. And since then I had a high squeal along with a high idle around 2000. No matter what I did (tighten/loosen belt) I had no luck. So I put the old belt back on. It’s days are number so I know I need a new one. The sequel went away but still has the high idle. The new belt I ordered was a cheap belt so I am going to invest in a more expensive belt. Hoping that helps with the squeal at start up. Another thing I noticed is when I shut the motor off I can hear the belt squeal like all the pullys stop and the belt still slides. Now I’m not sure if this is cuz it’s idling so high or what. Any ideas are greatly appreciated.
