Amc v8 rough idle/wont idle down

Just got my rebuilt amc 360 fired up for the first time. Engine will not idle down. Lowest it will idle is about 1500 rpm. Only possible vacuum leak I found is through the carburetor throttle valve shaft. Is it possible the intake manifold gasket is leaking inside the block? The metal valley pan seemed sketchy at best. This has a old Holley intake on it. The motor revs up fine. Everything to me points to vacuum leak. Anything else to look for?

What carb?

Is the choke operating correctly?

Holley 4160 carb.

Choke is correctly disabled. Using it manually. I'm assuming it's a vacuum leak because once the engine is up to operating temp. If I start to close the choke the engine runs better. (It's getting air elsewhere).

Double check all of your vacuum caps and lines. Some have 2 ports on the front and others have a single, large one off the rear and the one off of the front metering block.

80 CJ-5, 74 CJ-6, 56 CJ-5
