new member .overheating question

1995 jeep wrangler 2.5L i have had the overheating problem before these repairs. new cylinder head and gasket, intake/exhaust manifold gasket, thermostat (bleeder hole drilled in the top), water pump, hoses, radiator, temp sender.those are all new. i have tried rerouting the heater core hoses so its not connected to the system and that didnt work.i have burped the system and no more air comes up.the only thing i can do to keep the temp around 210 is keep the heater blowing full blast.when burping the coolent level rises with the heater off and begins to overheat.when i turn the heater on the fluid slowly lowers but not below the neck of the radiator and my temp lowers to slightly over 210.there are no leaks. what do you guys think? still air in the system?
