HELP- 89' Grand Waggy tailgate won't unlatch to open!

So I have been trying to work on my rear tailgate window and found now that my tailgate latches seem to be seized. When I pull the handle up to unlatch, I can see both mechanisms in the inside of the tailgate move, but the tailgate will not unlatch to open.

Need help on how to unlatch the tailgate so I can clean and lubricate the latches?

Thoughts?

Mine did that and I pulled the latch and then had some help and we yanked the tailgate open. After that we lubed everything real good. No more issues

Clarification?

When you say "pulled the latch" are you referring to the tailgate hinges? If not, I can only access each latch (see latching mechanism) from the interior of the tailgate door itself, but see no way of "pulling the latches". Can you clarify?

Sure thing, if the handle is broken then you will have to pull both rods from inside the tailgate at the same time. While holding them have a friend pull open the gate. To pull the rod for each side use a pair of vise grips on each one. That way it doesn’t slip off
