Rebuilt and installed transmission and jeep wonít start

I know Iíll be lite up for posting this, but here goes anyway.
89 Wrangler 4.2 ltr, a998 torkflite automatic. I drove the Jeep for a couple of years. I pulled and had the short block rebuilt two years after I bought the Jeep. Jeep ran great for about another year before I lost reverse and first gear.
I have reinstalled my automatic transmission and now the Jeep wonít start. Battery is fine. Dash lights all work. Starter has been tested and is fine but doesnít click when key is turned on. Both the engine and transmission moved freely. Neutral safety switch was apparently removed/bypassed by prior owner, although I donít see the eight pin connector some people have used for the bypass. Either way, it was not connected to the transmission before I removed it. Photos are a connector the prior owner clipped off.

So my question is, how would you start to trouble shoot the potential issues?
