Horn grounding issue,

Start from the top. rebuilt dash from metal supports to gages, cleaned and cable tied up things neat, and while I was at it I decided to fix horn that had not worked for 18 years, I had a button on the dash but wanted a clean look now. Anyway, replaced the turn signal cancel thing, new horn button and everything worked, for a day, then it stopped! I opened it up tested the wires and connections.I found that when the nut and retaining clip are off and the shaft is about 1/2 in down the ground works fine, but when you pull it back out to install the little c clip and the main nut, the shaft is no longer grounded?? Horn does not work. push it down a tad and it works?? Tested the outer shaft under the dash with a jump wire to the horn wire in the column, it is grounded fine and the horn works, so no use trying to extra ground it there. Button not the worst thing in the world just erks me. any ideas??
