Weird howl I can't figure out

So the jeep has developed a random howl/hmmm between 30-40 mphs. It doesn't always happen and I can't track it down. It is on the passenger side that's about as far as I got.

Here's what I've done so far in trying to figure our WTF is going on

-It's not speed dependent so it sounds the same regardless regardless of 30 or 40.

-It's not dependent on RPMs, so I can punch it doesn't change the pitch. Doesn't matter if I'm coasting or on the gas.

-It's not related to brakes, I can tap and slam the breaks and doesn't change anything.

-Once it goes above 40 sounds disappears.

I do think it could possibly be a pump of sorts only because when I get around 28-29 MPH it sounds like a pump is trying to keep up. But I have no idea what "pump".

Any ideas?

Could it possibly be your tires? They can make speed dependent noise of varying pitch which can come and go, may even have beats in it, may sound different when going around corners vs straight lines. My old BFGs were making so much noise that I couldn't be sure whether I also had multiple bearings whining or not. Everything is much quieter now with a new set of Falkens.

Is it loud? Like, roll down the window and you can hear it echo off the curb or a fence? Embarrassing until you drop below about 15 mph? Mine was more of a howl/screech. It started after I did the front unit bearings but only when it was cold outside. Had me stumped for a long time. Re torqued the front unit bearings and it went away.

Not a tire howl. Tires are newer and never had any issues. Bearings are a possibilty but it doesnt make sense that the sounds doesnt change with speed and the start of the sound doesnt indicate anything driveline. The start will kind of be a puttering sound. Hasn't made the sound recently so haven't been able to try the neutral trick.

My WJ has a similar sound, starts right around 35mph and goes away the faster I go. The weird part about my noise that it comes when my foot is on the gas and goes away as soon as I take my foot off the gas. And it doesn't really change in pitch, just gets louder and quieter. I haven't really had a chance to look at it yet.

Plastic wheel well broke partially loose?-- it's just on there with about 8 plastic clips..... now exposed to wind?

It just started and its been cold but again some days it does it other not. Wheel well I could check out. The passenger side has been a little floppy and otten cut up from driving. Could have a spot that creates a whistle.
