Wj Strange noise after engine is switched off

Hello, greetings to all Members.
I have Jeep Grand Cherokee 2004 with Mercedes 2.7 CRD diesel engine. Recently, Iíve noticed some strange noise coming from engine bay after the engine is switched off. It sounds like a small pump working. The noise is coming from the small ďdeviceĒ located next to coolant tank and air filter body. Please see the photo. After about a minute (after switch the engine off), the noise stops. I have two questions, what is this small device? Is it normal, still to work after the engine is switched off. Please share your knowledge.

I don't have any 2.7 experience, but have poked at some diesels in the past. The first thing I would do is while it is making the noise, tug the vacuum lines off the wastegate solenoid. If the noise immediately stops, I would start replacing vacuum lines.
