Fluid leaking from power steering cap?

This probably sounds like a dumb question, but is it possible for PS fluid under pressure in the reservoir to shoot out of the cap?

I have fluid that's dripping from that area, the hoses under my PS pump are wet, but also there is fluid that is shot longways down my driver's side valve cover and even onto the insulation on the firewall.

It's got me kind of perplexed!

Power steering fluid gets hot when you drive.
When power steering fluid gets hot it expands.

If you fill to the hot mark with cold fluid, the fluid will come / expand out of the top of the reservoir when it gets hot.

From the Manual.
"Check the fluid level; it should be maintained at
the proper level indicated on the dipstick, or as
viewed through the translucent reservoir. If fluid is
required, fill to the proper level.
With the engine running at normal operating temperature,
turn the steering wheel from stop to stop to expel air from
within the system. Stop the engine, remove the cap,
and recheck the fluid level,
making sure that foaming is not present
