error code P0243

Hi guys, i am getting error code p0243. I have checked all hoses for leaks and they are all OK. Turbo seems fine and when it kicks in its of like rocket. The actuator keeps vacuum and sets when i switch ignition on. I read the wj problem code page and tried to follow the guide but when it comes to ohms and things like that i am useless. What i did was remove the 2 wire connector from the wastgate solenoid and put a volt meter on it. what i got was one wire has 5 volts coming from one wire and the other wire has 12 volts when the ignition is switched on. Should one wire be an earth and the other wire voltage. It is the 2.7 diesel

My symptom is when i drive there is little power and sluggish until it reaches turbo at around 3000rpm and smokes like hell till then. Also after a few times of driving it the brain light comes on and code P0243 shows. I remove the error code then after a few runs it comes back on. Could one of the wires be shorting to power, and if so witch wire, the 5 volt wire or the 12 volt wire. Any help would be much appreciated.

pretty specific code
P0243-TURBOCHARGER WASTEGATE SOLENOID CIRCUIT OPEN* CIRCUIT

two wire one from ASD the other is control to PCM, basicaally the PCM is not seing the expected 12v on circuit. Will need A DVOM and a wiring dia.

This is what the manual says but not got a clue about ohms.

Turn the ignition off. All Disconnect the Turbocharger Wastegate Solenoid harness connector.
Disconnect the ECM harness connectors.
Measure the resistance between ground and the Turbocharger Wastegate Solenoid

Control circuit.
Is the resistance above 100 kohms?

Yes GoTo 4
No Repair the Turbocharger Wastegate Solenoid Control circuit for a short to ground.
Perform ROAD TEST VERIFICATION - VER-2.

Sorry to take so long to get back but not been well since i got back from holidays.
I checked the wire from the PCM KOEO and there is 12v at the PCM control wire c1 76 and at the other end of the wire on the W/G solenoid plug.

I also checked the output pin 87 on the ASD relay and it puts out 12v when KOEO but when i check it at the W/G solenoid it reads 415 not sure that is in volts but something else as it does not say 4.15. It also comes back with 415 when i check the continuity but does not make the volt meter bleep like when i connect the two terminals together on the volt meter. Could the problem be the wire from the ASD relay, and could i run a replacement wire from the ASD and cut and join it to the W/G solenoid would that work if it is the ASD wire that is faulty. Hope you understand what i mean.
