2004 Jeep Grand Cherokee cranks but won't start

My sister's Jeep won't start, am I missing anything here or should I just take it to the shop? Symptoms:

Cranks, but won't start
ASD and Fuel pump relay clicking on and off (vibrating)
Things we have checked/replaced

Fuel pump getting pressure (had to bypass ASD relay)
Battery has good connection and is in good condition
Got new key made
New Preprogrammed PCM
Starter was bought last year
New Crankshaft position sensor
New sparkplugs (has COP so haven't check if it has spark)
Tried a OBD2 codereader, but stuck on reading (works fine on my car)
The only thing I can think of is maybe the new PCM is messed up. Any ideas?

Is this the fantastic long lived 4.0L I6 engine or the V8?

Some ideas-
Has jeep operated at all with new PCM? Why did you change PCM?
have you tried the key on off trick to get codes?
Does the CEL come on when key moved to on/run for @3seconds then go out?
What is fuel pressure PSI?

Try this as someone tries to start car spray some carb cleaner into TB - did jeep try to stsrt and fire up on the spray?

With KOEO is there 12v at injectors? either injector wire?

When I see the price of OEM I think aftermarket.
When I see the quality of aftermarket I think OEM.

It is 4.0L

My sister was the first one to look at it. She googles and the first answer she sees she goes with. She saw some post about it maybe being the PCM and bought a new one. The jeep was running fine then died while driving. I do not think the Jeep has ran with new PCM.
I did not try another way to get codes, only ODB2 reader. Is there a simple guide for this?
The key/check engine/low fuel come on then go off and a few seconds later come back on. The gas gauge worked fine and it has a near full tank.
Have not checked specific fuel pressure. Is there a tool I can rent? The only way to get it to push fuel is to bypass the ASD relay.

Will have to try the carb cleaner.

Will have to check for voltage at injectors.
