Transfer case issues: TCM and transfer case connection

Happy holidays to everyone!

My '12 GC Overland V6 with 2-speed transfer case would not shift to 4wd Low/Neutral. Another symptom was clicking sound from actuator motor. Dealer replaced TC + actuator motor and then "was forced" to replace TCM. Dealer argued that because TC was stuck it did not communicate with TCM, hence no check engine light. Also argued that the stuck TC caused TCM to fail. Said that once they put in new TC, TCM through a CEL so they replaced TCM.

1. Can a stuck TC short TCM?
2. Can a TC be manually shifted with actuator motor off?
3. Does TCM lock the TC (not through actuator motor)?
4. Does it make sense that once a working TC was put into the car, the TCM threw a code because it was malfunctioning?
